The Serjeant-at-Arms is an office in the Assembly charged with duties involving service to the Speaker, Members, the Clerk and other staff of the County Assembly and performance of chamber and ceremonial duties. The Serjeant-at-Arms also perform a number of miscellaneous security and safety duties for the general welfare of Parliament. In performing these duties the Office of Serjeant-at-Arms perform the following duties:-

    Maintain custody of the mace;

    Ensure protective security for all persons and property and advises the Speaker and the Clerk on the same;

    Perform chamber and ceremonial duties;

    Provide interdepartmental and chamber support services;

    Enforce and implement the Speaker’s orders and other directives;

    Allocate office accommodation to Senators and staff and conference rooms to Committees;

    Ensure fire prevention and safety of the facilities;
    Ensure compliance with occupational health requirements/standards;

    Access control management;

    Crowd management;

    Ensure desirable housekeeping standards;

    Maintain decorum within the precincts of parliament;

    Disaster preparedness and mitigation;

    Investigating incidents;

    Coordinate parliament police;

    Disseminates relevant information to members through notice boards;

    Carries out periodical security surveys; and

    Conducts institutional risk assessment;

The upshot of the Legal Office is to ensure that the County Assembly is destined to achieve the principles of good governance and development which are aided by effective legal and regulatory framework, thereby ensuring there is adherence to the available laid down legal principles, values and respect for the rule of law.
The mandate of the Legal Department are encompassed upon the following operational sections namely; administrative, litigation and legal drafting & litigation.
i) Ensuring compliance to the law by all departments
ii) Offering legal advice as and when called upon to the Speaker, Clerk, Committees, Members and the County Assembly Service Board
iii) Managing of County Assembly contractual and other legal instruments
iv) Ensuring vetting and authentication of documents before execution by authorized representatives of the County Assembly
v) Drafting private Members Bills
vi) Drafting amendments to Bills to be proposed in the House by any Member of the County Assembly or any Committee of the Assembly.
vii)  Giving legal interpretation of Acts and Bills
viii) Ensuring that Bills passed by the County Assembly comply with the Constitution and any other relevant law
ix) Advising on legal representation of the County Assembly and the County Assembly Service Board in court proceedings or ancillary matters.
x) Reviewing and examining claims, litigations, arbitrations and prepare draft responses to the Clerk of the County Assembly.
xi) Preparation of all documentation required for court sessions
xii) Endeavoring to work closely with other departments by providing legal guidance in the interpretation of relevant laws.
